In accordance with the Law of the Republic of Belarus “On Local Government and Self-Government in the Republic of Belarus”, the region Council of Deputies is a representative body of state power of the Uzda region, a legal entity and the main link of local self-government, which ensures coordinated activities of territorial public self-government bodies on its territory.

Powers of the chairman of the region Council:

•represents the Council in relations with other state bodies, bodies of territorial public self-government, enterprises, organizations, institutions, associations and citizens;

•submits a candidate for the position of deputy chairman of the relevant Council for election to the session of the Council from among the deputies;

•heads the presidium of the Council;

•reports to the Council on the state of affairs in the territory subordinate to the Council and on other issues within his competence, submits reports to the session to the Council and the public on his activities, the activities of the Presidium of the Council, as necessary, but at least once a year, informs citizens about the state of affairs on territory subordinate to the Council;

•sends draft decisions of the Council to the conclusion of the relevant standing commissions, gives instructions to the chairmen of the standing commissions;

•convenes sessions of the Council, organizes activity on the preparation of sessions of the Council, meetings of its presidium, conducts these meetings, ensures control over the implementation of decisions;

•submits the orders of the chairman of the executive committee, decisions of the executive committee to the Council session consideration for cancellation in case of non-compliance with the legislation of the Republic of Belarus;

•signs decisions and minutes of meetings of the Council, its presidium, issues orders within his competence;

•ensures consideration of citizens’ appeals addressed to the Council in accordance with the legislation of the Republic of Belarus on citizens’ appeals and, if necessary, makes proposals on citizens’ appeals to the Council session;

•accepts requests addressed to him for consideration and gives answers to them in the manner and terms established by the legislation of the Republic of Belarus;

•supervises the management of the Council;

•resolves other issues in accordance with the legislation of the Republic of Belarus, including decisions of the Council.
